Port Entrance Constantza port has a single entrance placed at its southern part, between the edges of the outer breakwaters (from N-E and from S) on the courses between 160 deg. - 340 deg. The entrance has a 1,300 m breadth and a depth of 21.0 m, the entrance fairway having a breadth of 300 m and a depth of 18 m. The entrance is marked by two lights, green to starboard and red to portside, passing which vessels will take a 340 deg. course entering thus in the port manoeuvering basin. The vessels navigating in the fairway will navigate after the route shown by the buoys, green light on starboard and red light on the portside. Entrance and departure into and from the port are allowed day and night. The vessels entering the port will grant priority to those leaving, excepting force majeure; the cargo vessels will grant priority to the passenger vessels. Simultaneous entrance or departure is prohibited. Supplies
Fresh water can be supplied at any berth, even during operations. Delivery available direct from the quay installations or from the fresh water tanks. Bunker available at a specialised berth at the petroleum basin but also with special barge for all types of fuel and oil. Supplying small quantities at the road in special cases. Name of list or certificate and number of copies
After the vessel has completed shifting to berth at the wharf, she is boarded by the Sanitary Commission (for the sanitary inspection of crew as well as for veterinary and phitosanitary inspection). After the vessel has effected the sanitary inspection, she is boarded by the Control Commission. The Master fills in a form of declaration in 2 copies which together with the cargo plan, manifest of goods, sanitary certificates etc., is handed to the representative of the Agency. Within maximum 12 hours after performing arrival formalities, the Master or Chief Mate fills in the questionnaire Declaration in the Harbour Master's Office and the following documents will be tendered until sailing of the vessel:
Crew lists and passenger list must be issued in several copies (about 6 copies). If the vessel is staying more than 12 hours in the port, provision lists, crew personal goods lists and bonded goods lists should be issued. Tides and Currents Currents are usual and do not influence shifting and port activity. In the road acts the general N-S - current on the western coast of the Black Sea, its speed varying (0.5 -1.5 km) according to the wind intensity from the northern sector. In the port there are weak currents registered, driving the waters southward (port exit) in case of N and NW winds - when the water level decreases, or driving the waters northward in case of S and SE winds - when the water level in the port increases. The influence of the tide on the western coast of the Black Sea is insignificant. The water level variations in the port sometimes reach a drop of up to 50 cm under the average level (in case of N-NW lasting winds) and increases to up to 70 cm above the average level ( in case of S-SE winds). These situations are extremely rare and do not influence the maximum loading capacity of the vessels. Wind and Sea The N and NE are the prevailing winds, especially in autumn and winter, sometime reaching force 9-10 on Beaufort Scale. Under such circumstances, due to strong waves, sheltering the road becomes difficult and requires distinct safety measures. The S wind often slows in spring and summer, which does not usually pass over 6-7 and does not generate big waves in the road. During all seasons irregularly blow the W and NW winds reaching force 7-8 with gusts up to force 9-10. The port is generally well sheltered (both by the shore cliff and by strong breakwaters) so that the port activity can be normally performed.
