Cargo Handling Facilities
The port has 5 floating cranes of 10-32 t.
Bulk Cargo Facilities:
No special facilities available. Bulk fertilizers can be transhipped to
barges. Fertilizers in bags can be stored in special warehouses. Different
kinds of ore can be manipulated and stored on open platforms.
Caution In the Sulina Channel, navigation
is forbidden at night and during poor visability.

After the vessel has completed shifting to berth
at the wharf, she is boarded by the Sanitary Commission (for the sanitary
inspection of crew as well as for veterinary and phitosanitary inspection).
After the vessel has effected the sanitary inspection, she is boarded
by the Control Commission. The Master fills in a form of declaration in
4 copies which together with the cargo plan, manifest of goods, sanitary
certificates, etc., is handed to the representative of the Agency. Within
max. 12 hours after performing arrival formalities, the Master or Chief
Mate fills in the questionnaire Declaration in the Harbour Master's Office
and the following documents will be tendered until sailing of the vessel:
Radiotelegraph equipment certificate
Safety construction certificate
Ship's register
Note:
Crew lists and passenger list must be issued in several copies (about
10 pcs). If the vessel is staying more than 12 hours in the port, provision
lists, crew personal goods lists and bonded goods lists should be issued.
Entrance
There are two recommended approach routes through the mine danger area
off Gura Sulina. The N is 1.1 miles wide and the S 1.6 miles wide. The
entrance channel over the bar is a regulated fairway between 2 moles about
200 m apart and extending E and ESE from the coast for about 4 miles.
As of July, 1992 the following restrictions apply
for vessels transiting the Sulina Canal:
- Max Length 155 metres
- Max Draft 24 feet
(but to be in accordance with daily report of Danube
minimum depths issued by A.F.D.J., Galati.)
Tug assistance is compulsory when passing mile
31 near M/V Rostock wreck. Vessels loaded with dangerous cargoes are not
allowed to transit the area.
Operations are continuing in an effort to remove
the wreck of the M/V Rostock from the canal.
A keel clearance of at least 0.3 m (1') is required. The actual depth
over the bar is displayed in figures at Sulina light house and is visible
from the bar by telescope.
Vessels proceeding to Danube river ports must wait
at the Sulina road 1 nm from the black buoy marked 01 (green flash). All
vessels should have an Administration Pilot on board. In the Sulina Channel,
navigation is forbidden at night and during poor visability.
Max. speed in the Sulina channel is 10 km/h.

Garbage Removal
Throwing of garbage overboard is not allowed in the territorial waters
of Romania. Non observance of these rules causes penalties imposed by
the Harbour Master.
Harbour
The Port of Sulina is a free port and consists of quays at both sides
of the river for a distance of 3 miles from km 0. The port is divided
in 5 sections, viz:
- 1) On the left bank are the tankers berths
- 2) for men-of-war and official vessels
3) for tugs, lighters and laden vessels awaiting favourable weather
4) for upstream bound vessels and empty barges and lighters
5) 50 berths (25 on each bank) for cargo vessels.
The quays are located on both sides of the Danube
with minimum depths alongside of 7.31 m.
Harbour Authorities
The river is under the jurisdiction of the Danube Commission possessing
sovereign rights. The territorial authority, Romania, controls the town
and customs house,
Health and Medical
Sanitary Inspection: Immediately upon berthing, the Sanitary Commission
checks the ports of call during the voyage, the nature of the cargo, the
number of crew and passengers, the port of destination, the state of health
of the crew, particularly regarding any disease, vaccinatons etc. Medical
assistance available at the city hospital.
HATCHES
Opening and closing of the hatches on account of the vessel.
DANGEROUS CARGO
Vessels loaded with dangerous cargoes are not allowed to transit the area.
Pilotage
Vessels should notify arrival at the road to the Sulina Free Port Administration.
ETA can be confirmed or adjusted
when necessary by VHF, ch. 16. No specific zone for the pilot boat, usually
the pilot boards the ship at the anchorage place. The approaches are as
follows:
Sulina - SE - approach course no. 5, 1.6 Nm in
breadth, 7 Nm long, course 14326. The central line meets the following
positions:
- S1: 45 deg. 03'1''N - 29 deg. 53'4''E, 11.5
Nm, true bearing 124.4 to the Sulina Lighthouse.
- S2: 45 deg. 08'9''N - 29 deg. 47'9''E, 5.75
Nm, true bearing 095.7 to the Sulina Lighthouse.
From the No.01 Buoy (whistle buoy) and then following
the 301.2 course, you will proceed in the Sulina Channel and then into
port. Max. draft admitted 7.01 m.
Radio
Until reaching Sulina Bar, all radio communications should be transmitted
to Constantza Coast Radio Station. When proceeding in the channel at the
Sulina Bar, all radio communications are prohibited. Only VHF radio-communications
are permitted.

Supplies
Fresh water available at the maritime transit basin and at the city quay.Bunker
and Shell Marine lubricating products available.
Tides and Currents
No tide restrictions.
Towage
Compulsory for vessels over 1,000 GRT and when passing mile 31 near mv
Rostock wreck. Tugs available up to 2000 HP.
Towage in the road and the port is performed by the Port Administration
based on the Towage Contact form, distributed to the vessel by Agents.
Towage services in the road and in the port are performed continuously,
24 hours daily. Tugs are fitted with VHF radio-telephones (channels 11
and 13) and radars. Towage tarfiffs are set up subject to the tugs power,
vessels GRT and towage (assistance ) time. Tugs
and pushers available up to 2000 HP.
Watchmen
Recommended in some specific cases.
