The port of Tulcea has two roads situated as follows:

Zone 1 - Mm 34.5 - Mm 37
Zone 2 - Mm 44.5 - Mm 45.5

62 KM upstream from Sulina.

Ballast

Pumping out of ballast and dirty water is not allowed.

Cargo Handling Facilities
Industrial port has a berth of 240 meters lenght with 3 cranes of 16 tons and one of 20 tons lifting capacity. River port has berth of 360 meters in lenght with 2 cranes of 5 tons each where sea going vessels can be operated.

  • Metalurgical products - 800-900 t/day
    Cereals: 600-700 t/day
    General cargo: 700-1000 t/day
  • Bulk minerals: 900-2000 t/day

Tulcea Airport is situated 10 km from the port.

After the vessel has completed shifting to berth at the wharf, she is boarded by the Sanitary Commission (for the sanitary inspection of crew as well as for veterinary and phitosanitary inspection). After the vessel has effected the sanitary inspection, she is boarded by the Control Commission. The Master fills in a form of declaration in 4 copies which together with the cargo plan, manifest of goods, sanitary certificates, etc., is handed to the representative of the Agency. Within max. 12 hours after performing arrival formalities, the Master or Chief Mate fills in the questionnaire Declaration in the Harbour Master's Office and the following documents will be tendered until sailing of the vessel:

Safety construction certificate
Ship's register

Note: Crew lists and passenger list must be issued in several copies (about 10 pcs). If the vessel is staying more than 12 hours in the port, provision lists, crew personal goods lists and bonded goods lists should be issued.

Entrance
Trough Sulina Chanel up to Chatal Sulina at nautical mile 36 and Danube river up to nautical mile 40 (or at km 62 - 64).

ETA

Agents and port authorities should be kept well informed about the vessels estimated time of arrival at SULINA bar in order to arrange Sulina Chanel transit formalities.

Fire Fighting Tugs

One fire-fighting tug available.

Garbage Removal
Garbage removal can be arranged by the agent, only for berthed maritime or river ships. Hold cleaning after discharging or for preparing to the next cargo can be arranged.

Harbour
Cooling warehouse pier of abt. 200 m in length and draft of 9.0 m.

River berths of abt. 350 m in length and draft of 5 to 7.0 m.

Health and Medical
Sanitary Inspection: Immediately upon berthing, the Sanitary Commission checks the ports of call during the voyage, the nature of the cargo, the number of crew and passengers, the port of destination, the state of health of the crew, particularly regarding any disease, vaccinatons etc.
Medical assistance available at the city hospital. All respective problems will be intermediated by the agent.

Pilotage

Pilotage is compulsory for all vessels. River pilots are replaced by port pilots at the road with pilot boats only.

Radio
Until reaching Sulina Bar, all radio communications should be transmitted to Constantza Coast Radio Station. When proceeding in the channel at the Sulina Bar, all radio communications are prohibited. Only VHF radio communications are permitted.

Supplies
Fresh water available either ex wharf or by truck.

Provisions are available.

Small quantities of MDO (up to 20 tons) can be supplied by barge or truck. Arrangements to be made through agents.

Towage
Towage is only compulsory when passing Sulina Channel at m.v. "ROSTOCK" wreck.

Towage in the road and the port is performed by the Port Administration based on the Towage Contact form, distributed to the vessel by Agents. Towage services in the road and in the port are performed continuously, 24 hours daily. Tugs are fitted with VHF radio-telephones (channels 11 and 13) and raadars. Towage tariffs are set up subject to the tug's
power, vessels GRT and towage (assistance) time.
